Overall aim: To support further EU integration of Montenegro, especially with regards to increasing the progress in reaching the closing benchmarks for Chapters 23 and 24. Specific objective: To increase the level of rule of law, good governance and human rights protection in Montenegro by promoting equal access to justice and professionalism of judiciary
