description | " Specific Objectives: Ensuring full equality of persons with disabilities in relation to others in the process of exercising rights before public authorities. Survey: Conducting surveys among individuals with visual impairments and those with specific forms of physical disabilities to identify and quantify discrimination. The collected data will be relevant to the overall population of people with disabilities facing this type of discrimination. Legislative Framework Analysis: Analyzing the legislative and institutional framework of Montenegro regarding the recognition of facsimile as a personal signature. The aim is to identify norms that need to be amended to enable the use of facsimile for individuals with disabilities. Initiative for Amendment of Discriminatory Provisions: Drafting a well-founded initiative for amending legal provisions that violate the rights of individuals with disabilities to a handwritten signature. The initiative will be submitted to relevant government authorities. Negotiation Platform: Creating a platform for negotiations and action plans to facilitate more effective negotiations with representatives of relevant government authorities. Project Team Training: Training the project team in public advocacy for the initiative and initiating the process of amending and supplementing legal acts. Study Development: Creating a study containing the results of the legislative framework analysis, international regulations, and legislation of regional countries, along with proposals for legal amendments. Awareness-Raising: Organizing activities to raise awareness about the rights of individuals with disabilities when exercising the right to a handwritten signature. Public Information: Informing individuals with disabilities, representatives of non-governmental organizations focused on disability rights, government authorities, and the broader public in Montenegro about the rights to equality and non-discrimination regarding the exercise of the right to a handwritten signature." |
