The overall objective is “to contribute to the fight against corruption by more effective scrutiny of public spending”. Through the overall objective, Action aims to reduce public mistrust in efficiency of public spending, and to improve Montenegro’s rank in the assessments carried out by European Commission on Montenegro’s compliance with the Chapter on PFM within the European Principles of Public Administration, but also in the Performance Measurement Framework by the World Bank. Inextricably linked with the overall objective is also a high implementation rate of the 2016-2020 Program for the Reform of PFM. Overall goal: To contribute to the fight against corruption by more effective scrutiny of state-owned enterprises (SOEs) in Montenegro. Its goal is to reduce public mistrust in efficiency of public spending and increase the level of availability and accessibility of information on the work of SOEs in Montenegro.
Specific objective: To increase level of effective participation of CSOs, media and citizens in scrutiny of State-Owned Enterprises in Montenegro. This objective will be reflected in the successful implementation of up to 5 sub-granted projects, and in significant number of policy products, initatives and at least 40 evidence-based policy recommendations for more transparent and accountable work of state owned enterprises provided by the civil society.

The general goal of the project Civil society organizations in Montenegro – from basic services to policy shaping – M’BASE is a contribution to the recognition, by state institutions, of an empowered civil society that actively participates in shaping the process of integration of Montenegro into the EU. The specific goals are: 1) improvement of the legal and financial framework for the work of CSOs and support for the active involvement of CSOs in the decision-making process at the local and national level; 2) strengthening the capacity of CSOs to be professional, effective and responsible actors in the participatory democratic process, but also to be more visible in the country; 3) strengthening the responsibility and transparency of public sector bodies, especially with regard to the EU accession process.
One of the key activities of the project Civil society organizations in Montenegro – from basic services to policy shaping – M’BASE refers to the direct support of CSOs. In this direction, financial support is provided for about 50 projects that will be implemented by about 100 CSOs, independently or in partnership with other CSOs or local authorities, working on issues relevant to the democratization and Europeanization of Montenegro, then the development and implementation of a series of recommendations and conclusions related to the modalities of improving the legal, institutional and administrative framework in which CSOs operate. In that part, five competitions will be conducted, through which financial resources will be distributed, but also the capacities of supported CSOs will be strengthened, through a special and comprehensive program, in order to successfully implement their activities in accordance with European rules.

Overall objective of the project is to contribute to increasing the participation of CSOs and the overall local community in further democratic development of Montenegro.
The project envisages the realization of certain goals, such as:
1. Institutional mechanisms for prevention of peer violence and social services offered to students assessed.
2. Advocated and prepared National plan for prevention of peer violence and relevant bylaws.
3. Quality of local policies and social services for victims / perpetrators of peer violence improved, through joint Coalition of local
authorities, parents/ student associations and CSOs at 3 pilot municipalities.
4. The overall system and services for safeguarding children and young people in schools, including services for children with socially unadjusted behaviour improved.
5. Raised capacities of CSOs in relation to peer violence through sub-granting and trainings.
6. Raised awareness of students and parents about the consequences of peer violence.
