The overall objective of the project is to increase transparency in budget execution of Herceg Novi municipality and efficient public spending for better development of the local community. The specific objective of the project is to increase the level of citizens' understanding of the budget cycle and openness of local self-government for participatory budgeting and civic monitoring of public money spending.
