Opšti cilj projekta je doprinos unaprjeđenju kvaliteta procesa EU integracija u Crnoj Gori kroz jačanje vladavine prava.
Specifični ciljevi su:
1) Doprinos smanjenju korupcije na lokalnom nivou u Crnoj Gori;
2) Povećanje uključenosti građana i građanki u borbu protiv korupcije na lokalnom nivou
