Opšti cilj programa:
Izgraditi kapacitete organizacija građanskog društva, kako bi postale profesionalni, efikasni, odgovorni i nezavisni akteri razvoja crnogorskog društva.

Specifični cilj ovog poziva:
Podrška rastu manjih OGD u Crnoj Gori kako bi postali aktivni, kompetentni i pouzdani učesnici procesa donošenja odluka na lokalnom i nacionalnom nivou.
