Doprinijeti uspostavljanju vladavine prava i održivog razvoja Crne Gore.
Poseban zadatak:
1. Povećati transparentnost planiranja i realizacije najvećih razvojnih projekata u infrastrukturi, energetici i turizmu.
2. Poboljšati učešće javnosti u donošenju odluka i nadgledanju primjene zakona, planiranja i tenderske dokumentacije za ciljane projekte;
3. Smanjiti korupciju u pripremi i implementaciji ciljanih projekata.
