The general goal of the project Civil society organizations in Montenegro – from basic services to policy shaping – M’BASE is a contribution to the recognition, by state institutions, of an empowered civil society that actively participates in shaping the process of integration of Montenegro into the EU. The specific goals are: 1) improvement of the legal and financial framework for the work of CSOs and support for the active involvement of CSOs in the decision-making process at the local and national level; 2) strengthening the capacity of CSOs to be professional, effective and responsible actors in the participatory democratic process, but also to be more visible in the country; 3) strengthening the responsibility and transparency of public sector bodies, especially with regard to the EU accession process.

One of the key activities of the project Civil society organizations in Montenegro – from basic services to policy shaping – M’BASE refers to the direct support of CSOs. In this direction, financial support is provided for about 50 projects that will be implemented by about 100 CSOs, independently or in partnership with other CSOs or local authorities, working on issues relevant to the democratization and Europeanization of Montenegro, then the development and implementation of a series of recommendations and conclusions related to the modalities of improving the legal, institutional and administrative framework in which CSOs operate. In that part, five competitions will be conducted, through which financial resources will be distributed, but also the capacities of supported CSOs will be strengthened, through a special and comprehensive program, in order to successfully implement their activities in accordance with European rules.

OVERALL OBJECTIVE: To contribute to the establishing of an enabling and supportive environment for institutional and financial sustainability of CSOs and their services.
SPECIFIC OBJECTIVE: To strengthen capacities of the civil society in providing professional services and promoting innovative approaches to the most disadvantageous groups in the society, especially children and youth with an inadequate access to education and their parents.
Expected results:
1. Raised capacities of CSOs that represent vulnerable groups, primarily children/youth and parents to provide quality educational and/or (psycho)social services to their beneficiaries, while also supporting and encouraging CSOs to license their services (professionals) and/or accredit their programmes.
2. Adequate support services to students and their parents provided by the applicants, while supporting possible service providing to other vulnerable groups by interested CSOs, through sub-granting and mentoring.
3. Raised awareness of the general public and relevant authorities about the need for a higher support to vulnerable groups through public and community-based services, especially due to the ongoing pandemic, while researching the effects of the pandemic and currently available support services for students with special educational needs and their parents and advocating for the necessary policy and institutional changes in this regard.

Overall objective of the project is: to contribute to strengthening participatory democracies and the EU integration process in Montenegro by empowering civil society to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society.
Specific objective of the action is: strengthening the capacities of civil society, promoting the role of competent, transparent, effective and accountable actors in providing social services and promoting innovative approaches to persons who use drugs, with a special focus on the ones affected by the COVID-19.

The main logic behind the project is to support CSOs in Montenegro to become more professional, independent, reliable and effective regarding their missions, more accountable and responsive to the needs of their beneficiaries and target groups. In order to help CSO grow in the manner described above, we would like to provide sub-grants and specific capacity building (trainings, mentorship and organizational development assessments), while at the same time promoting the work and professionalism of CSOs to citizens and developing policy recommendations that allow creation of enabling environment that favors accountable and well self-regulated organizations. Expected results are:
• 3-4 grants provided for youth and social services projects up to 20.000 euros (each) to tackle the economic and social consequences of COVID-19 pandemics and lockdown measures;
• 6-12 grants provided to youth and social services projects ranging from 5-10.000 euros (each) implemented to support youth and vulnerable groups affected by COVID-19 pandemics and lockdown
measures;
• Up to 20 CSOs improve in dimensions of CSO Development Index;
• Around 200,000 citizens of Montenegro reached through campaign;
• Policy recommendations for youth and social service providers developed and presented to authorities;
• Set of CSOs self-regulation recommendations created and presented to civil society in Montenegro.

Opšti cilj: Povećati društvenu inkluziju osoba sa invaliditetom – OSI u svim oblastima života. Specifični cilj: Razvoj usluga podrške životu u zajednici za osobe sa invaliditetom. Ostali ishodi:
1. Razvijanje inovativne službe podrške za samostalan život OSI u zajednici na ravnopravnoj osnovi;
2. Jačanje kapaciteta lokalnih organizacija OSI za razvoj i pružanje usluga podrške za OSI;
3. Promovisanje mogućnosti razvoja i unapređenja usluga socijalne i dečije zaštite za OSI.

Overall objective of the project is to strengthen participatory democracies and the EU integration process in the Western Balkans by empowering civil society to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society.

Specific objective of the project is to strengthen partnerships between local governments and civil society in the Western Balkans by scaling-up a successful model of transparent and project-based funding of CSOs from local government budgets towards greater civic engagement in decision-making and improvement of local service delivery.

ReLOaD will achieve the following results in 50 local governments in Western Balkans:

-Developed procedures for transparent allocation of public funds to CSOs,
-Services delivered by CSOs address the needs of local communities within partner local governments across the Western Balkans,
-Strengthened capacity local governments and CSOs in implementation of grant schemes and delivering of good quality projects,
-Enhanced regional networking and dialogue of civil society and local governments across the Western Balkans.

Overall objective(s): Empowered CSOs to actively contribute to development of participatory democracy in Montenegro
Specific objective(s): Improved capacities of CSOs to be effective and accountable independent actors and to contribute to environment that is conducive to civil society

Overall objective of the project is to contribute to increasing the participation of CSOs and the overall local community in further democratic development of Montenegro.

The project envisages the realization of certain goals, such as:

1. Institutional mechanisms for prevention of peer violence and social services offered to students assessed.
2. Advocated and prepared National plan for prevention of peer violence and relevant bylaws.
3. Quality of local policies and social services for victims / perpetrators of peer violence improved, through joint Coalition of local
authorities, parents/ student associations and CSOs at 3 pilot municipalities.
4. The overall system and services for safeguarding children and young people in schools, including services for children with socially unadjusted behaviour improved.
5. Raised capacities of CSOs in relation to peer violence through sub-granting and trainings.
6. Raised awareness of students and parents about the consequences of peer violence.

The overall objective of the project is to empower civil society in Montenegro to influence EU approximation process through strengthening public participation in decision making in the field of climate change.
The specific objective is to build the capacities of CSOs in Montenegro to be an active player in approximation process and to influence policies related to climate change through capacity building support for smaller CSOs with focus on climate change, energy and sustainable development.

Overall objective: To empower CSOs to contribute to social, economic, and democratic development of local community in Montenegro.

Specific objective: Improved participation of CSOs' as independent, professional, actors, in decision- making process and creation of local policies. Specific objective represents a state in which professional, knowledgeable and independent local CSO meet citizens' needs, provide qualitative services and participate in decision making.

To contribute to establishment of the rule of law and more sustainable development of Montenegro.
Specific objectives:
1. Increase transparency of planning and implementation of the largest development projects in infrastructure, energy and tourism.
2. Improve public participation in decision-making and monitoring implementation of laws, planning and tender documents for the targeted projects;
3. Reduce corruption in preparation and implementation of the targeted projects.

The overall objective is “to contribute to the fight against corruption by more effective scrutiny of public spending”. Through the overall objective, Action aims to reduce public mistrust in efficiency of public spending, and to improve Montenegro’s rank in the assessments carried out by European Commission on Montenegro’s compliance with the Chapter on PFM within the European Principles of Public Administration, but also in the Performance Measurement Framework by the World Bank. Inextricably linked with the overall objective is also a high implementation rate of the 2016-2020 Program for the Reform of PFM. The specific objective is to increase level of effective participation of civil society in scrutiny of public spending”.

Overall objective: Strengthen the impact of civil society through its involvement in development of public policies, civil dialogue and decision-making processes with which to improve fundamental rights.
Specific objective: Enhance the capacity of rural CSOs to participate in networking, advocacy and lobbying, in order to influence decision-making processes.
