The overall objective is “to contribute to the fight against corruption by more effective scrutiny of public spending”. Through the overall objective, Action aims to reduce public mistrust in efficiency of public spending, and to improve Montenegro’s rank in the assessments carried out by European Commission on Montenegro’s compliance with the Chapter on PFM within the European Principles of Public Administration, but also in the Performance Measurement Framework by the World Bank. Inextricably linked with the overall objective is also a high implementation rate of the 2016-2020 Program for the Reform of PFM. The specific objective is to increase level of effective participation of civil society in scrutiny of public spending”.

The project “Resource Center for Civil Society Organizations – Phase II in Montenegro” is financed by the European Union through the Delegation of the European Union in Montenegro and implemented by the Center for the Development of Non-Governmental Organizations.
