Opšti cilj projekta je da osnaži organizacije civilnog društva (OCD) da doprinesu socijalnom, ekonomskom i političkom razvoju lokalne zajednice u Crnoj Gori.
Specifični cilj projekta je unaprijeđeno učešće OCD-a kao nezavisnih, stručnih aktera u procesu donošenja odluka i kreiranju lokalnih politika.
